check operator services

I can't send text messages because it says to check operator services. what does that mean. and how do I fix that so I can send messages? it says that I have full bars of service and I'm still not able to send anything.

    Have you been able to send messages before? Please check in your phone's message settings that the message centre number is +358447983500 (specifically in that format, with the prefix).

    if you have a question about a finnish DNA phone subscription or DNA SIM card, you can contact DNA Customer Care so that your subscription be checked.
    If you have got an Indian SIM card, you can contact your own operator for more information.

    Usually when messaging doesn't work, it's because the number in your phone settings for the messaging center is incorrect. Please check that the number in your messaging center is +358447983500, specifically like that (with the prefix +358). If this doesn't solve the issue, please call DNA Customer Care at +35844 144 044 (Mon-Fri 8:00-18:00, Sat 9:00-16:30) or visit any DNA Kauppa (DNA Store) for help solving this issue.

    Usually when calling fails with the error message you mentioned, it's because the phone is SIM-locked to a specific operator. Have you tried any other SIM-cards in your phone? You can easily check if the phone is SIM-locked by contacting the operator you bought the phone from. If your phone works with another SIM-card (not the operator you bought the phone from) but not with the DNA SIM-card, there might be something wrong with the SIM-card. If your phone only works with a SIM-card from the operator you bought the phone from, then it's SIM-locked to that operator.

    If you've checked that the phone is not SIM-locked from the operator you bought it from but it still doesn't work with your DNA SIM-card, you can visit any DNA Kauppa (DNA Shop) for help with your phone. They can physically look at your device and SIM-card and help you solve this issue.
